Windows can shrink a partition from its end to create contiguous unallocated space on the same disk. Microsoft states that ordinary files are relocated during shrinking and that reformatting is not required. Some files, including paging files and shadow-copy storage, cannot be relocated automatically. Their position can limit how far the partition can shrink.
