What you need to know

Scout GUI exceptions and image-attached VEX exceptions have different visibility; review which consumer needs the explanation before choosing the handoff.

Potentially affected

Docker Scout users deciding how intended image consumers receive vulnerability-exception context.

DSE recommendation

Choose the exception mechanism according to the intended audience and verify it with a separate consumer identity.

Bottom line: Name the intended recipient of a vulnerability exception before selecting how to convey it. Keep internal exception handling and the explanation delivered with an image as separate acceptance questions.

Source fact: documented behavior

The Manage vulnerability exceptions documentation is the primary reference.

Exceptions created through the Scout GUI are visible to members of the Docker organization, not to unauthenticated users or people outside that organization. Exceptions carried in VEX documents are visible to people who can pull the image because the documents are stored in its manifest or filesystem.

What the source does not establish

This article concerns exception visibility, not proof that a CVE is inapplicable or a substitute for remediation. Do not use it as a CLI exception-viewing procedure. Keep image access authorization, exception justification and vulnerability treatment decisions under their established reviews.

Applicability questions

  • Who must receive and understand the exception?
  • Is that consumer a member of the Docker organization?
  • Can the intended consumer pull the relevant image?
  • Who approves the exception rationale and its later reassessment?

DSE recommendation: separate justification from delivery

DSE recommends recording the intended exception audience beside the specific image and vulnerability. Have the security owner approve the technical rationale independently of the mechanism used to share it. An audience decision should not change a disputed finding into an accepted exception.

For an internal workflow, identify the organization members who must review the explanation and how they will locate it. For an image consumer outside that group, define the approved delivery expectation and confirm that the chosen mechanism addresses it. Keep the actual image identity in the handoff so an explanation for another build is not accepted by resemblance.

Review image-pull access separately with the repository owner. Do not make an image public merely to demonstrate exception visibility. Use an appropriately authorized test consumer and avoid disclosing vulnerability-analysis context to unintended recipients during troubleshooting.

Assign an owner and reassessment condition for the exception. Preserve its rationale, approval and delivery observations together, while keeping remediation and risk-treatment records distinct. If the intended recipient cannot see the explanation, investigate the audience or delivery mechanism rather than creating duplicate exceptions without an accountable decision.

Verification and evidence

Proposed verification: use a harmless test image and an approved illustrative exception. Prepare an organization-member identity and a separately authorized image consumer outside that organization. Write the expected visibility for the selected mechanism before reviewing each view.

Compare the observed explanation, image identity and access context with the audience record. Include a deliberately unauthorized image consumer only through a controlled denied-access check. Retain sanitized screenshots or observations without credentials. A successful visibility exercise demonstrates the handoff tested; it does not validate the exception’s underlying technical justification or establish that the image has no other vulnerabilities.
