DSE recommendation

DSE recommends screening every camera, recorder and video-service bid against the current FCC Covered List, by producer, subsidiary and affiliate, before award.

The FCC Covered List names Hikvision, Dahua and Hytera video surveillance equipment for public-safety, government-facility, critical-infrastructure and national-security uses, and its entries extend to subsidiaries and affiliates. Screen every camera and recorder bid against it.

Source facts

The FCC Covered List, dated October 16, 2026, has included since March 12, 2021 video surveillance and telecommunications equipment produced by Hytera Communications, Hangzhou Hikvision Digital Technology and Dahua Technology, to the extent it is used for public safety, security of government facilities, physical security surveillance of critical infrastructure and other national security purposes. Telecommunications equipment from Huawei and ZTE, including video surveillance services using it, has been listed since the same date.

The list states that its entries should be read to include the subsidiaries and affiliates of the named producers. A December 22, 2025 entry adds all communications and video surveillance equipment and services listed in Section 1709(a)(1) of the FY25 National Defense Authorization Act.

The FCC’s FAQ explains that equipment on the Covered List is prohibited from receiving FCC equipment authorization, which most devices need before importation, marketing or sale, and that CISA encourages organizations to use the list for risk management analysis.

Applicability

Use this for any surveillance procurement. The scope wording for the Hikvision, Dahua and Hytera entries ties the listing to particular uses, so record the intended use of each system when assessing a bid.

DSE recommendation

DSE recommends screening every camera, recorder and video-service bid against the current FCC Covered List, by producer, subsidiary and affiliate, before award. Require bidders to disclose the actual producer of each camera, recorder and module, not only the brand on the label; record the FCC ID for each model; and, for systems already installed, document whether any listed equipment is in a covered use and agree a risk-reduction or replacement plan with the owner and counsel.

Verification

Keep the dated Covered List check, the producer disclosure and the FCC ID evidence with each award. Re-run the check before every expansion or replacement order, since the list is revised as new determinations arrive.
