What you need to know
The scheduled enforcement date is not a precise activation time, and new-user grace still allows password-only access.
Potentially affected
This concerns Google Workspace administrator-managed 2SV deployment. Google’s own administrator-account enforcement and the tenant’s available authentication methods require separate review before changing production policy.
DSE recommendation
DSE recommends recording the intended enforcement population, accepted methods, and grace-period decision before communicating a deadline.

Source facts
Google’s 2-Step Verification deployment guide separates allowing enrollment from enforcing it. Administrators can enforce immediately or select a future date; the scheduled-date option can begin within 24–48 hours rather than at an exact chosen time. A configured new-user enrollment period permits password-only sign-in during that period. Google recommends checking enrollment before enforcement, and changing allowed methods can lock out users who have not prepared another eligible method. Enrollment reports and individual security settings provide different ways to review readiness.

Applicability
This concerns Google Workspace administrator-managed 2SV deployment. Google’s own administrator-account enforcement and the tenant’s available authentication methods require separate review before changing production policy.
DSE recommendation
DSE recommends recording the intended enforcement population, accepted methods, and grace-period decision before communicating a deadline. Use a pilot group to check onboarding and recovery procedures. If the business needs a precise cutover, account for the documented difference between immediate enforcement and the date-based option. Resolve users relying on a soon-disallowed method before changing it. Treat new-user grace as a deliberate access exception with an owner, and provide helpdesk guidance for distinguishing incomplete enrollment from an actual authentication failure.
Verification
Use test users with complete enrollment, incomplete enrollment, and the intended new-user grace status. Verify behavior for each allowed method before expanding enforcement. Review both report data and current individual settings where needed, and document activation timing instead of inferring it from the selected calendar date.
