What you need to know
Oracle’s Java SE roadmap says Oracle JDK 21 update releases beginning with the October 2026 Critical Patch Update are planned under the Java SE OTN license, which is free only for personal, development and other permitted users. Organizations patching JDK 21 in production need a licensing decision.
Potentially affected
Organizations running Oracle JDK on servers or desktops, including Java-based video management, badging, building automation, reporting and line-of-business applications.
DSE recommendation
DSE recommends inventorying every Oracle JDK installation and choosing a supported, correctly licensed path before applying the October 2026 JDK 21 update.

Source facts
Oracle’s Java SE Support Roadmap, updated September 15, 2026, says Oracle JDK 21 is approaching the end of permissive licensing: update releases beginning with the October 2026 Critical Patch Update are planned under the Java SE OTN license, the same license used for updates to Java 8, 11 and 17. The OTN license is free for Personal, Development and other Users only.
Since September 2025, Oracle JDK 25 is offered under a free use license for all users, with updates released after September 2028 planned to move to the OTN license. Oracle also provides OpenJDK builds under a free open source license on jdk.java.net.
Java SE 8, 11, 17, 21 and 25 are long-term-support releases, and the next planned LTS is Java 29 in September 2027. For Oracle Customers, Premier Support for Java 17 runs until September 2026 and extended support until September 2029; Java 21 Premier Support runs until September 2028 and Java 25 until September 2030.
Applicability
Use this for any organization with Oracle JDK installed. Licensing terms are contractual; confirm your entitlements and obligations with Oracle or counsel, and check application vendors’ supported Java versions before changing runtimes.
DSE recommendation
DSE recommends inventorying every Oracle JDK installation and choosing a supported, correctly licensed path before applying the October 2026 JDK 21 update. For each application, decide between moving to JDK 25 under its current free terms, switching to an OpenJDK build the vendor supports, or buying a Java SE subscription. Include Java runtimes bundled inside security and building-management software, which are easy to miss.
Verification
Scan servers and desktops for Java installations and record vendor, version and license basis. Re-run the scan after patch cycles, and confirm each application still runs and is vendor-supported on the chosen runtime.
